You should clean your vacuum releaser periodically throughout the sugaring season and at the end of the season.
During the season, when you see foam or any sort of discoloration inside of your releaser, you'll know it's time to clean it. At that point, you should rinse it out with hot water. Don't use a cleaning chemical during the season. Use only fresh water.
At the end of the season, take the releaser apart so that you can clean inside it. Use Clorox, hydrogen peroxide, or some other cleaning solution. Make sure you rinse and dry the releaser really well after you introduce a chemical cleaner. That way, it'll be ready for next year.
